The Whole of Health Program (WOHP) provides statewide leadership to support Local Health Districts and Specialty Health Networks to improve access to care, strengthen service delivery and support sustainable system performance across NSW Health.
As a Senior Project Officer (Health Manager Level 3), you will support both the development of Emergency Department (ED) reform policy and the delivery of projects that enable implementation across NSW. The role has a dual focus on drafting and supporting ED reform initiatives, as well as leading and contributing to associated project work.
Working as part of a statewide team, you will undertake policy analysis, support reform design, and lead and manage projects to improve emergency access and system performance.

About the role

As a Senior Policy Officer (Health Manager Level 3), you will support the development and delivery of health policy and reform initiatives with a focus on Emergency Department and Emergency Access priorities. Working as part of a statewide team, you will contribute to policy research, analysis, project delivery and the preparation of high quality written advice to inform decision making and improve access to care.
What you’ll be doing
- Support the development and drafting of ED reform policy and initiatives to improve emergency access and patient flow across NSW.
- Lead and contribute to projects that support the implementation of ED reforms, including planning, coordination, monitoring and reporting.
- Undertake policy research and analysis, synthesising complex information to inform reform design and decision making.
- Prepare high quality written materials, including briefs, reports and correspondence for senior executives and government.
- Manage competing priorities and track progress of project deliverables against agreed timelines.
- Work collaboratively with Local Health Districts, Specialty Health Networks, clinicians and Ministry teams to support consistent implementation of ED reforms.
- Contribute to broader program and project work across WOHP, as required.
About you
We are seeking motivated and committed individuals who can support the work of NSW Health with:
- Demonstrated experience across the policy and/or project lifecycle, including development, implementation and monitoring in a complex health or public sector environment.
- Experience supporting or delivering projects alongside policy development, ideally related to service reform or system improvement.
- Strong analytical and problem-solving skills, with the ability to interpret complex information and apply sound judgement.
- Highly developed written communication skills, including experience preparing clear, concise and high-quality advice and project documentation.
- Proven ability to work collaboratively with a range of stakeholders, including LHDs, clinicians and central agencies, in a fast-paced environment.
- Relevant tertiary qualifications or equivalent experience; experience in Emergency Department or access to care environments is desirable.
