The Principal Economics Advisor provides strategic policy advice and economic analysis to drive the development and implementation of system priorities and reforms which enable the achievement of NSW Health's planned outcomes and alignment with broader NSW Government objectives.
The role will lead and manage a small team that undertakes the program of evaluations to support a range of NSW strategies and initiatives including process, outcome and economic evaluations, as well as supporting ongoing monitoring. This will include leading the development of M&E plans that align to the NSW Treasury evaluation guidelines, development of an economic protocols and model, identification of measures to support analysis of outcomes, and then execution of the M&E plan over the period of the initiative. The role will also lead the development of business cases inclusive of cost benefit analysis to support the health budget process.
Health Manager level 5, starting salary from $166,678 - $186,448 plus Super and annual leave loading, with a 38-hour work week.
What you will do
- Lead, manage, and oversee staff undertaking economic, evaluation and policy development, data collection, analysis and evaluation activities and projects for the Ministry of Health and related government agencies addressing current and emerging service planning, economic and investment policy issues.
- Provide sound information and advice on current and emerging health economic issues to Senior Executives and key staff within the Ministry of Health, public health organisations and related government agencies to inform investment decisions and policy development.
- Represent NSW Health at a high level on internal and external committees working on health economic and investment policy implementation issues.
- Build and maintain collaborative relationships with key staff in public health organisations and stakeholder representatives to maintain knowledge of health economic issues and discuss and process matters that have State-wide consequences.
About you
We are seeking motivated and committed individuals who can support the work of NSW Health with:
- Relevant tertiary qualifications in economics (or health economics). Relevant qualifications in evaluation or demonstrated equivalent professional experience in evaluation.
- Demonstrated extensive experience in the design and conduct of program evaluations and proven history in leading evaluations in the NSW Government context.
- Demonstrated extensive expertise in using macro and micro economic tools in conducting economic appraisals, modelling and analysis and applying this to current and proposed systems for health care service delivery in a NSW Health setting.
- Demonstrated high level analytical skills to undertake complex analyses using multiple data sources as well as an understanding of and experience in qualitative and quantitative evaluation.
- Proven ability to lead projects and teams, utilising well developed project planning and time management skills, including the ability to address and prioritise competing demands.
