You will be working with a diverse and dynamic team within Health System Support Group (HSSG) and based at 1 Reserve Road, St Leonards, NSW 2065. HSSG is a unit of the Public Health System Support Division of the Health Administration Corporation to provide services to support the public health system in implementing Government targets and programs.

About this role

PRIMARY PURPOSE

The Clinical Services Planning Analytics (CaSPA) Lead Developer is responsible for the development and maintenance of the CaSPA Portal as well as its data focused applications. This position is the main technical resource for health service planning related data and information systems which are managed by the CaSPA Team within the Strategic Analysis and Investment Unit (SAIU).


KEY ACCOUNTABILITIES

  • Responsible for design & development of analytics applications, data marts, ETL processes, dimensions/facts, MSBI SSAS Cubes & BI reports.
  • Responsible for ETL jobs and data quality testing for data feeds from the upstream enterprise data warehouse feeding into the CaSPA data analytics applications.
  • Research, analyse and implement adjustments to data marts to meet new business requirements and periodic data refresh (e.g. extensions to include new subject areas/datasets on a quarterly/annual basis).
  • Update Tabular and Multidimensional data models and any BI tools/reports which are a part of CaSPA based on business requirements.
  • Monitor and maintain a high standard of data quality and database performance by optimising the solution code database and server configuration on an ongoing basis.
  • Support the CaSPA Application Manager in day-to-day management and maintenance of the CaSPA Portal and applications including responding to complex data queries and requests from users of CaSPA data and other SAIU teams.
  • Research, analyse and suggest advances in technology to enhance functionality and performance for the CaSPA applications including developing proof of concepts.


KEY CHALLENGES

  • Ensuring that the CaSPA Portal contains up-to-date data and applications that are relied upon for service and capital planning in the Ministry and the LHDs.
  • Anticipating and planning for the technical complexities inherent in information system development, support and integration across complex and expanding data collections as well as new applications.
  • Maintaining an awareness of current developments within planning and projection methodology to incorporate into the CaSPA Portal and supporting the SAIU Team as the main technical resource and provide expert advice on ICT issues.
  • Completing the work required in the period allocated, requiring close attention to project timetables and milestones, and the capacity to organise work and meet deadlines in a high volume, high-pressure work environment.
  • Successfully managing additional data quality testing, data migration and data reconciliation as new data sources including a new data warehouse are introduced.

Selection Criteria

  1. Relevant qualifications or equivalent experience in development, implementation and maintenance of database information systems in a large and complex service environment. This includes extensive knowledge and demonstrated experience in:
    • MS SQL, T-SQL Transactions and SSAS Cubes
    • Data Modelling and Data Warehousing
    • Data Quality, Data Administration and Performance Troubleshooting
  2. Excellent analytical skills including the ability to analyse and interpret complex information from numerous sources, prepare and present analysis and reports, deal with challenges creatively and achieve business focused solutions.
  3. Excellent organisational skills and experience working in a high volume and demanding professional environment with a capacity to prioritise, multi-task, achieve business goals, perform and always work with a customer focused approach.
  4. Well-developed interpersonal, influencing and negotiation skills with demonstrated experience engaging and influencing key stakeholders and customers to influence and achieve optimal business outcomes.
  5. Working knowledge of most, if not all, of the following technologies:
    • SAS
    • DAX
    • MDX
    • CI/CD Pipeline
    • Azure Data Factory
    • Azure Synapse Analytics
    • Azure DataBricks
    • PowerBI
    • Git
