About the Opportunity 
South Western Sydney Local Health District (SWSLHD) is seeking a capable Work Health and Safety (WHS) Assurance Manager to lead strategic improvements in workplace safety across a complex and evolving health environment. This role is central to embedding a proactive, systems-based approach to WHS that supports safer outcomes for staff, patients, and the broader community.

Operating within the WHS Unit and in close partnership with Capital Works and Infrastructure, the position delivers assurance functions across a broad portfolio, from construction and engineering to corporate services and digital infrastructure. It’s a hands-on leadership role that combines technical expertise with strategic oversight, driving compliance, innovation and continuous improvement in health and safety.

The role provides expert advice and operational oversight on WHS matters, with a strong focus on construction and engineering health and safety. It leads risk assessments, site inspections, and Safety in Design reviews, ensuring hazards are proactively identified and mitigated. It also supports project teams and people leaders with practical guidance, training, and reporting, while managing WHS data systems and escalating risks to senior leadership as required.

Ideal Candidate Qualities:

  • Tertiary qualifications in WHS and / or extensive professional experience in construction WHS. 

  • Strong communication, negotiation, and conflict resolution skills. 

  • Proven ability to manage contractor WHS in high-risk environments. 

  • Skilled in developing and implementing WHS systems, training programs, inspections and audits.

Role requirements 

  • Must hold a valid Australian C-Class driver’s licence (NSW licence required within 3 months if from another state). 

  • Working With Children Check and National Police Check required. 

  • Compliance with NSW Health immunisation policies. 

  • While specific days aren’t mandated, the role involves site visits and inspections, so flexibility and availability during standard business hours is essential. 

  • Travel across the district is required.

 

What You'll be Doing
The primary purpose of the Work Health and Safety Assurance Manager is to lead and deliver strategic Work Health and Safety (WHS) management system improvements that promote a safer, healthier and more resilient workplace across South Western Sydney Local Health District (SWSLHD).

Working within the WHS Unit and partnering with the Capital Works and Infrastructure (CWI) team, the role performs WHS assurance functions associated with legislative, codes of practice, policies, procedures and standards compliance across all projects and operational environments, including but not limited to CWI, corporate services and any other business units that may be undertaking works (e.g. Security, Healthshare, ICT, etc).

This position provides expert advice and operational oversight on WHS matters, with a strong focus on construction and engineering health and safety. It drives the development and implementation of NSW Health WHS frameworks, policies, and procedures that align with legislative requirements and best practice, while supporting the adoption of a systems-based approach to health and safety.

The role leads risk assessments, site inspections, issue work permits (e.g. confined spaces and working at heights), Safety in Design reviews, ensuring hazards are proactively identified and mitigated. It supports project teams and people leaders with hands-on guidance, training, and reporting, fostering a proactive safety and continuous improvement.

Additionally, the role manages WHS data systems and escalates risks to senior leadership as required. It plays a key role in aligning health and safety initiatives with broader LHD and NSW Health strategies, ensuring consistency and compliance across the portfolio.

  1. Relevant tertiary qualifications in WHS or related field and / or extensive professional experience in WHS in the construction or adjacent industries in a large geographically dispersed organisation.
  2. Can you describe a time when you led a WHS project or initiative in a construction or engineering work environment? What was the outcome, how did you measure success and what improvement opportunities were identified?

  3. Given the dual reporting lines and cross-functional nature of this role, how do you / would you, prioritise tasks and maintain effective communication with both WHS and Capital Works and Infrastructure leadership?

  4. Applicants must possess an Australian C-Class driver's license (including P1 or P2). Those who hold a C class license (P1 or P2 included) from a state other than NSW must obtain a NSW C class (P1 or P2 included) license within three months of appointment. Learner's licenses are not permitted.
