Role Title:  Senior Project Officer

About the role  

The Senior Project / Policy Officer supports or leads the development, implementation and evaluation of policies, programs and projects, alongside contributing to regulatory and operational activities within the Tobacco Licensing Scheme and broader regulatory frameworks.  

 

You will work in a fast-paced environment, leading complex work programs that support the delivery of priority regulatory and compliance initiatives. In this role, you will contribute to key tobacco licensing and strategic compliance programs that protect communities and promote better health outcomes, while building a meaningful career within Australia’s largest health organisation. 

 

Working closely with senior stakeholders, the role also supports briefing coordination, governance processes and regulatory activities in a complex government environment. This may include coordinating team operations, contributing to administrative decision-making, and may include supporting corporate functions such as financial management, performance reporting, people and culture, and data or IT project management.  

 

Crown Clerk 9/10, starting salary from $129,465 - $142,666 plus Super and annual leave loading, with a 35-hour work week, work location- 1 Reserve Road, St Leonards

What you'll be doing   

As a Senior Project/Policy Officer, you will be responsible for contributing to the development, implementation and evaluation of best practice policies, programs, projects and activities for the Ministry of Health and provide advice to support the achievement of NSW Health’s tobacco and vaping control objectives.  

Key responsibilities may include, but are not limited to:  

  • Contribute to the development, implementation and evaluation of policies, programs and regulatory initiatives.  Provide timely advice and information to the Executive team and stakeholders on current and emerging issues, policies and legislative requirements, presenting recommendations to ensure efficient, compliant, effective, and timely operational management. 

  • Make recommendations and/or take actions under delegation to address issues of non-compliance or high risk within designated areas of responsibility including case management and contributing to formal regulatory actions. 

  • Deliver high quality written reports, briefs, correspondence and other documentation to inform decision-making or respond to agency, media or Government requests, or initiate consideration of new initiatives.

  • Build effective, collaborative relationships and work with stakeholders to achieve project and business outcomes.  

  • Support the delivery and coordination of programs, projects and regulatory activities, including compliance and licensing functions. 

  • Contribute to governance processes, including reporting, briefing and program coordination activities.  

  • Monitor performance and contribute to a strategic, risk-based approach to program and compliance delivery. 

  • Oversee the activities of direct reports, providing guidance and managing work performance, to ensure they have the knowledge, skills and support to undertake the necessary range of best-practice administrative decision making. 

  • Provide timely, informed guidance, advice and support on relevant and difficult/sensitive matters to management, staff and other key stakeholders. 

  • Contribute to the timely and efficient performance of administrative and other statutory functions associated with designated areas of responsibility, including the administration of licensing and administrative schemes. 

  • Monitor the performance of operational activities and contribute to the development, implementation and continual improvement of a strategic, risk-based approach to compliance programs. 

  • Support centre-wide corporate functions including financial management, performance reporting, contracts, people and culture, and business planning.  

 

About you  
We are seeking motivated and committed individuals who can support the work of NSW Health with:   

  • The ability to learn or current experience in regulatory administrative decision making and the preparation of written recommendations and formal documents with strong written and verbal communication skills. 

  • Experience in policy development, project/program delivery, or regulatory environments, or the ability to quickly develop capability in these areas.  

  • Strong written and verbal communication skills, including the ability to prepare clear, concise and high-quality documentation.

  • Experience with budgeting, finance and procurement is preferred but not essential. 

  • Experience with people and culture management. 

  • Strong critical thinking skills and the ability to analyse and interpret complex information.  

  • Ability to work in a fast-paced and dynamic environment, demonstrating flexibility and adaptability and respond to changing operational priorities.  

  • Strong stakeholder engagement and relationship management skills.  

  • Ability to work collaboratively and contribute positively to team outcomes.
