Are you experienced in analysing and costing workforce scenarios — not just budgets? NSW Health is seeking a Senior Analyst (Workforce Costing) to deliver high-quality award and workforce costings that directly inform pay, conditions, and industrial negotiations across the state.
In this role, you’ll apply your analytical expertise to real-world workforce data — modelling the impact of changes to allowances, penalties, classifications, and rostering arrangements. Your work will directly support workforce planning, enterprise bargaining, and system-wide reforms.
You’ll work closely with experienced analysts, workforce relations specialists and finance teams, gaining exposure to Cabinet-level processes and workforce reform and contributing to evidence-based decision-making at the highest levels of government.
This role is ideal for someone with a background in payroll analytics, workforce costing or HR data analytics who wants to apply their skills in a strategic, system-wide context.
Health Manager level 5, starting salary from $166,678 - $ 186,448 plus Super, with a 40-hour work week.
What you’ll be doing
Develop and maintain workforce costing models to estimate the impact of proposed award and condition changes on salaries and wages.
Translate industrial instruments (e.g. awards, enterprise agreements) into quantifiable costing assumptions.
Draft clear, auditable reports that outline methods, assumptions, and outcomes.
Partner with the Principal Analyst, Workforce Insights Manager, and Workforce Relations teams to validate and refine model outputs.
Respond to urgent costing requests for Cabinet or negotiation purposes.
Document standard processes to ensure costing methodologies are consistent and transparent.
About you
We are seeking motivated and committed individuals who can support the work of NSW Health with:
- Strong quantitative and analytical skills with experience producing financial or workforce costings.
- Excellent written communication skills, including the ability to clearly document assumptions and results.
- Experience working with large or complex financial and/or workforce data sets to support policy, industrial, or financial analysis.
- Ability to manage multiple priorities and deliver high-quality work under tight deadlines.
- Knowledge of and experience in NSW Health industrial relations frameworks, workforce data, or government processes is desirable.
