About the role

The Budget Planning and Modelling (BPM) team within Financial Planning and Analytics (FPA) is seeking an Associate Director to lead strategic initiatives that shape the NSW Health funding framework. In this role, you will:

  • Provide expert leadership in the development of the NSW Health budget, including the NSW state price, activity-based funding (ABF) parameters and National Health Reform Agreement (NHRA) revenue.
  • Drive major pricing and funding reforms aligned with the Future Health strategy, supporting the design of a new NSW funding model and associated methodologies.
  • Provide authoritative advice on Commonwealth and State funding arrangements, including implementation of the National Health Reform Agreement.
  • Influence senior leaders across NSW Health, NSW Treasury and national forums to ensure alignment on complex funding and policy matters.

 

What you’ll be doing

  • Lead the development of financial modelling for the NSW Health State Budget allocation, Treasury modelling, NHRA modelling and other statewide financial frameworks.
  • Lead the development of the NSW state price and related pricing analysis and modelling.
  • Develop and refine budgeting, financial management and reporting tools to strengthen financial governance across NSW Health.
  • Support implementation of major State and national reform initiatives relating to funding, costing and financial management.
  • Develop schedules for annual Service Agreements between districts/networks and the Secretary, NSW Health.
  • Provide high‑level strategic and technical advice to senior executives on funding policy and financial frameworks.
  • Lead and develop a specialist team, ensuring capability growth and high‑quality outputs.
  • Build and maintain effective relationships with NSW Health entities, NSW Treasury, Commonwealth agencies and national reform bodies.


About you

You will be a motivated leader who brings:

  • Tertiary qualifications in accounting, economics, finance or relevant professional experience.
  • Demonstrated experience developing, implementing and evaluating funding models, pricing frameworks or financial policy in a large, complex setting.
  • Strong understanding of the NSW Health funding model and State/Commonwealth health systems.
  • High‑level analytical, financial modelling and database skills, including advanced Access and Excel capability.
  • Strong communication skills with the ability to translate complex technical information for diverse audiences and manage competing viewpoints.
  • Proven ability to influence and negotiate with senior stakeholders in contested or complex policy environments.
  • Experience leading and developing specialist teams.

  2. This role requires influencing senior stakeholders across NSW Health, as well as State and Federal agencies during periods of significant reform. Can you provide an example where you successfully negotiated or influenced a major funding or policy initiative in a contested environment? What strategies did you use to gain alignment and drive implementation?
