This role supports the Director, Capital Reporting in providing financial oversight of the NSW Health capital works program to ensure direct correlation between approved sources and applications of capital and fulfilment of Treasury reporting requirements. 

 

Together with the Director, Capital Reporting you will develop and implement management activities required of the Health’s Capital Works Program, including policy development, process monitoring, performance evaluation, external reporting and driving continuous improvements in financial practices and processes

 

Crown Clerk 11/12, starting salary from $149,739- $173,174 p.a. plus Super and annual leave loading, with a 35-hour work week.

What you'll be doing

  • Oversee the analysis and assessment of monthly Health Entity capital narratives and other reporting processes for accuracy of data, validity of forecasts, identification of risks and other performance indicators such as compliance with internal and external capital policy, guidelines and reporting requirements.
  • Oversees the monthly reconciliation of approved capital funding sources, including the review and processing of capital subsidy payments to Health Services and ensuring local funding contributions are captured in timely manner.
  • Reviews Financial Impact Statements for new projects to ensure availability of capital funds, assessment of the recurrent cost impact and identify use of operating benefit or source of funds for additional operating costs as necessary.
  • Oversees the collection, monitoring and maintenance of capital budgeting information, including sources of funds proposed by Health Services in Project Feasibility Plans and Project Development Plans, to support governance and accountability with the capital works program.
  • Manages and develop stakeholder relationships through effective communication, negotiation and issues management to ensure the Capital Works Program meets internal and external deliverables.
  • Prepares clear, effective high-quality correspondence, reports, submissions and briefings for the Director, Capital Reporting, Executive Director, External Reporting and Compliance, Chief Financial Officer and executive stakeholders.


About you

We are seeking motivated and committed individuals who can support the work of NSW Health with:

  • Appropriate tertiary qualifications and /or demonstrated relevant, equivalent professional experience.
  • Demonstrated leadership experience with a focus on managing, motivating, and developing staff to drive team performance and achieve business objectives.
  • Demonstrated knowledge and understanding of capital reporting matters, including application of public sector accounting requirements and financial management procedures including the Public Finance and Audit Act, Treasurer's Directions, relevant legislation and regulations.
  • Demonstrated ability to analyse and interpret financial data, compile and present clear and accurate financial reporting on complex programs or projects.
