Join our Centre for Regulation and Enforcement at the Ministry of Health for an exciting opportunity to be part of the team enhancing health outcomes across the state.  

There are 3 temporary full-time Manager positions available, with the possibility of further extension. Candidates may be based in our office locations in St Leonards, Wollongong, Wagga Wagga, Orange, Maitland, Port Macquarie or Coffs Harbour. A talent pool may be created with successful candidates also having a secondment opportunity for an agreed period.

About the role 

We are seeking an experienced and driven leader to manage tobacco and vape control and enforcement activities across NSW. These roles are responsible for leading high-performing teams delivering regulatory operations, compliance programs, and strategic initiatives under key legislation including the Public Health (Tobacco) Act 2008 and the Poisons and Therapeutic Goods legislation. 

 

You will work in a fast-paced environment, leading complex work programs and supporting the day-to-day delivery of priority regulatory and compliance initiatives, while also overseeing financial management functions such as budget development, monitoring and forecasting.You will operate across both strategic and operational levels, driving outcomes, managing stakeholders and ensuring effective implementation of key tobacco licensing initiatives and strategic compliance programs.

 

What you'll be doing  

  • Lead and manage tobacco and e-cigarette compliance and enforcement activities across NSW .

  • Oversee planning, delivery and evaluation of regulatory programs and operations.

  • Provide high-level advice, briefings and reports to senior executives and government.

  • Interpret and apply complex legislation in an operational enforcement context.

  • Lead and develop a multidisciplinary team, driving performance and capability.

  • Analyse data, trends and emerging issues to inform regulatory strategy and responses.

  • Represent NSW Health on interagency and external committees and forums. 

  • Build and maintain strong stakeholder relationships, including with NSW Police, Commonwealth agencies and industry stakeholders.

  • Contribute to broader strategic planning, budgeting and governance processes.

 

About you

  • We are looking for a confident and capable leader who thrives in a fast-paced, high-impact environment and can balance strategic thinking with operational delivery. 

  • Proven experience leading teams in compliance, regulation or enforcement environments.

  • Strong understanding of legislation and its application in operational contexts.

  • Excellent communication skills, including the ability to provide high-level written advice and briefings.

  • Strong analytical and problem-solving skills.

  • Ability to manage competing priorities and deliver outcomes in complex environments.

  • Strong stakeholder engagement, influencing and negotiation skills.

  • Ability to adapt, pivot and lead through change.

 

Essential Requirements 

  • Tertiary qualifications in a relevant discipline (e.g. law, criminology, public policy) or equivalent experience in managing teams.

  • Demonstrated experience in developing and managing compliance or regulatory programs.

  • Experience applying policy and legislation in operational settings.

 

Additional Information 

  • This role may involve travel across NSW and supporting field-based enforcement activities.

  • This role operates in a regulatory and sometimes high-pressure environment.
