We are recruiting to form a talent pool of Tobacco Regulatory Control Officers at Health Manager Level 1 and Health Manager Level 2 grades. This talent pool may be used to fill positions in Orange, Dubbo, Port Macquarie, Coffs Harbour and Tweed Heads. Candidates successfully placed in the talent pool who have existing employment arrangements may have the opportunity to undertake secondments, supporting ongoing job security. As a Tobacco Regulatory Control Officer with the Centre for Regulation and Enforcement (CRE) at NSW Health, you will play a vital role in protecting communities across NSW by undertaking rewarding and meaningful work that safeguards public health, reduces harm, and ensures tobacco and vaping laws are upheld to create safer, healthier spaces for everyone

About the role   
As a Tobacco Regulatory Control Officer, you won’t just be enforcing legislation, you will be driving meaningful public health outcomes. Every inspection you conduct, every investigation you support, and every enforcement action you take contributes to safer environments, stronger compliance standards, and the protection of vulnerable communities.

What you will be doing  
As a Tobacco Regulatory Control Officer, you will be at the frontline of public health, making a real difference every day. Your key responsibilities will include:  

  • Conduct field inspections and monitor compliance with tobacco and vaping goods legislation, applying your analytical and observational skills in real-world settings 

  • Support investigations and enforcement actions, including licensing checks and covert operations, ensuring compliance, and safeguarding public health

  • Assist in preparing documentation, ministerial briefings, and correspondence, keeping all work clear, accurate, and governance aligned

  • Contribute to strategic compliance programs and continuous improvement initiatives, helping strengthen regulatory outcomes across NSW

  • Build and maintain strong relationships with stakeholders and community partners, collaborating professionally to promote compliance and achieve shared public health goals

 

Tobacco Regulatory Control Officer - Health Manager Level 1$87,813 - $116,824, plus Superannuation  

 

 

About You:  
We are looking for motivated, committed individuals who are ready to make a meaningful impact with NSW Health. The ideal candidate will have:  

  • An NSW Working with Children Check, or willingness to obtain one

  • Strong analytical skills and a readiness to learn how to interpret legislation and compliance data

  • Exceptional interpersonal skills, with the ability to handle high-pressure or confrontational situations with professionalism and composure

  • Flexibility to work across diverse environments and locations, adapting to new challenges as they arise

  • Proven ability to work both independently and collaboratively as part of a high-performing team

  • A current NSW driver’s licence and willingness to travel, including overnight stays when required

  • Applicable tertiary qualifications or relevant experience in a regulatory or compliance environment

  
Tobacco Regulatory Control Officer – Health Manager Level 2 - $114,251 - $134,809, plus Superannuation

  • Strong analytical skills and a readiness to learn how to interpret legislation and compliance data

  • Exceptional interpersonal skills, with the ability to manage high-pressure or confrontational situations with professionalism and composure

  • Flexibility to work across diverse environments and locations, adapting to new challenges as they arise

  • Proven ability to work both independently and collaboratively as part of a high-performing team

  • A current NSW driver’s licence and willingness to travel, including overnight stays when required

  • Certificate IV in Government Investigations or equivalent experience (highly desirable)

  • Proven experience in a regulatory or compliance environment, demonstrating sound judgment and attention to detail
