About the role

The Senior Economic and Evaluation Analyst leads and undertakes a range of evaluations and economic analysis. This analysis informs investment and drives the development and implementation of system priorities and reforms, which enable the achievement of NSW Health's planned outcomes and alignment with broader NSW Government objectives.
The role will lead and undertake a program of economic analysis and evaluations to support a range of NSW state and initiatives including process, outcome and economic evaluations, as well as supporting ongoing monitoring. This will include:
leading the development of Monitoring and Evaluation (M&E) plans that align to the NSW Treasury evaluation guidelines
development of an economic protocols and model
identification of measures to support analysis of outcomes
execution of the M&E plan over the period of the initiative
development of business cases inclusive of cost benefit analysis to support the health budget process.

What you’ll be doing
Work with internal and external stakeholders to lead the evaluations and economic analyses of health initiatives and services. This includes managing the design and implementation of complex evaluation plans inclusive of program logics and data plans.
Develop and apply economic appraisal methodologies and recommendations on proposed models of care and changes to clinical practice based on sound modelling, applied economic and available epidemiological and financial data to inform objective decision making around the sustainability of proposed reforms and changes to service delivery.
Provide timely, high-level advice and support to the Director Economics and Economics and other key stakeholders on the resourcing impacts and options of projects to support informed decision making and strategic development.
Applies macro and micro economic analysis to determine the service level impacts of new service delivery configurations and the system wide resourcing and funding impacts of proposed new service delivery configurations to support the reform initiatives.
Prepare high quality documents including economic appraisals, evaluation plans and reports, briefing papers, discussion papers, reports, submissions, related correspondence and responses as requested to support organisational objectives and outcomes in relation to economic analysis, measurement and evaluation.
About you
We are seeking motivated and committed individuals who can support the work of NSW Health with:
Relevant tertiary qualifications economics (or health economics) and/or relevant qualifications in evaluation or demonstrated equivalent professional experience in evaluation
Extensive experience in the design and conduct of program evaluations and proven history in leading evaluations in the NSW Government context.
Demonstrated expertise in or significant knowledge of the use of macro and micro economic tools in conducting economic appraisals, modelling and analysis and the ability to apply this to current and proposed systems for health care service delivery in a NSW Health setting.
Demonstrated high level analytical skills to undertake complex analyses using multiple data sources as well as an understanding of and experience qualitative and quantitative evaluation.
Proven ability to undertake projects utilizing well developed project planning and time management skills, including the ability to address and prioritise competing demands.
Proven ability to develop resourcing strategies and options at both a system wide and health service level and a sound knowledge of the NSW Health System, broader health system and relevant key strategic reforms.
