The Senior Economic and Evaluation Analyst provides strategic policy advice and economic analysis to drive the development and implementation of system priorities and reforms which enable the achievement of NSW Health's planned outcomes and alignment with broader NSW Government objectives.
The role will lead and manage a small team that undertakes the program of evaluations to support a range of NSW strates and initiatives including process, outcome and economic evaluations, as well as supporting ongoing monitoring. This will include leading the development of M&E plans that align to the NSW Treasury evaluation guidelines, development of an economic protocols and model, identification of measures to support analysis of outcomes, and then execution of the M&E plan over the period of the initiative. The role will also undertake the development of business cases inclusive of cost benefit analysis to support the health budget process.
Health Manager level 4, starting salary from $141,974 – $169,151 plus Super, with a 40-hour work week.
What you’ll be doing
- Works with internal and external stakeholders to lead the evaluations and economic analyses of health initiatives and services. This includes managing the design and implementation of complex evaluation plans inclusive of program logics and data plans.
- Develops and applies economic appraisal methodologies and recommendations on proposed models of care and changes to clinical practice based on sound modelling, applied economic and available epidemiological and financial data to inform objective decision making around the sustainability of proposed reforms and changes to service delivery.
- Provides timely, high-level advice and support to the Director Economics and Economics and other key stakeholders on the resourcing impacts and options of projects to support informed decision making and strategic development.
- Applies macro and micro economic analysis to determine the service level impacts of new service delivery configurations and the system wide resourcing and funding impacts of proposed new service delivery configurations to support the reform initiatives.
- Prepares high quality documents including economic appraisals, evaluation plans and reports, briefing papers, discussion papers, reports, submissions, related correspondence and responses as requested to support organisational objectives and outcomes in relation to economic analysis, measurement and evaluation.
About you:
We are seeking motivated and committed individuals who can support the work of NSW Health with:
- Relevant tertiary qualifications economics (or health economics). Relevant qualifications in evaluation or demonstrated equivalent professional experience in evaluation.
- Extensive experience in the design and conduct of program evaluations and proven history in leading evaluations in the NSW Government context.
- Demonstrated expertise in using macro and micro economic tools in conducting economic appraisals, modelling and analysis and applying this to current and proposed systems for health care service delivery in a NSW Health setting.
- Demonstrated high level analytical skills to undertake complex analyses using multiple data sources as well as an understanding of and experience qualitative and quantitative evaluation.
- Proven ability to undertake projects utilizing well developed project planning and time management skills, including the ability to address and prioritise competing demands.
- Proven ability to develop resourcing strategies and options at both a system wide and health service level and a sound knowledge of the NSW Health System, broader health system and relevant key strategic reforms.
